At that height it is a landmark rather than a garden feature. It is the piece people see before they see the building, which is why it tends to go at an entrance, in an atrium with the height to take it, or on open ground where it can be read whole from a distance.
Height of this order changes the engineering. The frame, the footing, and the fixing are all worked out for the site before fabrication begins, since a 14-foot sculpture carries real wind load and weight that a smaller topiary does not.
